Minister's Answer
Under the Windsor Framework (Implementation) Regulations 2024, new EU laws, including the EU proposal for a universal approach on the welfare of dogs and cats and their traceability, no longer sit within my ministerial responsibilities. They come under the direction and control of the Secretary of State for Environment, Food and Rural Affairs. While some of the aspects of this European proposal would not be new to Northern Ireland, it is my view that other elements would enhance and supplement our existing laws.
I am very mindful of the welfare benefits of tightening breeding rules, microchipping cats and banning shock collars, so I am actively considering the introduction of domestic legislation here, using existing powers. I have written to the UK Government on this matter and they will be keeping a watching brief on developments.
