Independent Monitoring Authority for the Citizens’ Rights Agreements Survey

The Independent Monitoring Authority for the Citizens’ Rights Agreements (IMA) is asking EU and EEA EFTA citizens, and their family members living in the UK and Gibraltar to complete their survey.

The IMA was established in December 2020, as a result of the EU Withdrawal and EFTA Separation Agreements, to ensure the rights of EU and EEA EFTA citizens and their family members living in the UK and Gibraltar are upheld by public bodies.

They have two statutory duties: to monitor and to promote the citizens’ rights set out in the Agreements.

1. To monitor: - They check how the Agreements are being followed and applied by public bodies in the UK and Gibraltar. They do this in a variety of ways including hearing from citizens directly via complaints or surveys.

2. To promote: They undertake activities to explain the rights as outlined in the Agreements - so they can be better understood by their stakeholders, including citizens and public authorities.

The rights they monitor and promote include:

· the right of residency

· the right to work

· mutual recognition of professional qualifications

· co-ordination of social security system

· equal treatment and non-discrimination

How the survey can help

There are millions of EU and EEA EFTA citizens living in the UK.

The survey is aimed at these citizens and their families and seeks to better understand the scale and type of barriers they may be facing. IMA particularly want to know if citizens are able to access their rights and how well they understand those rights.

The survey also includes questions around two key areas of concern; experiences of applying to the EU Settlement Scheme (EUSS) and any possible impacts on future generations, for example, how well citizens understand the potential need to secure EUSS status for their children.

It is important, therefore, that they hear directly from EU and EEA EFTA citizens living in the UK, so IMA can receive as diverse a range of responses as possible.
